Goals of obtaining a license
Increasing customer trust and eliminating the risk of prosecution by government agencies

Does an exchanger need a license?
A P2P exchanger doesn't participate in exchanges as a party to the transaction, so strictly speaking, it doesn't require a license. Connecting to payment solutions and registering on monitoring sites and forums (Bitsmedia, Cryptotalk, etc.) is entirely possible without a license.

Difference from a traditional exchange service
This type of exchanger provides a platform for peer-to-peer exchanges, charging a set fee as the organizer. For this reason, and unlike a traditional exchange service, it is independent of exchange rates and does not need to monitor them or record them on its balance sheet with a larger company at the end of the settlement day. On the other hand, at the start of a P2P exchanger, the small number of clients will likely lead to an insufficient number of counter trades. Therefore, if there are significant delays on individual orders, it will be necessary to close them under the guise of another client. A P2P exchanger is typically created when the client plans to convert the business to an exchange after a certain period of time.
Company Registration
It is advisable to register an organization with nominees or foreign participation to avoid certain risks, although some exchangers operate without a legal entity. An alternative is to register an offshore company for representative purposes.

Promotion and Awareness
Primary attention should be paid to marketing and promotion, as it is very difficult to promote a new exchanger, especially in such a specific format. This will require active work on forums, Telegram channels, social media, and so on. In our opinion, it's best to start with a traditional exchanger and then move on to P2P, or better yet, a combination of both.

Technical aspects
A powerful engine capable of handling a large data flow simultaneously is required. A tool for compiling ratings and collecting data from exchangers is also needed. An API or parsing tool will be required to process trades, generate exchange rates, and provide analytical materials for exchangers and their clients.

Taxation
Typically, such businesses prefer to operate in a gray area, but proper tax optimization requires a thoughtful approach. We recommend making all payments via cryptocurrency.
